Rosemead Appoints Angelica Frausto-Lupo as the new Director of Community Development

City Manager Gloria Molleda is excited to announce the appointment of Angelica Frausto-Lupo as the new Director of Community Development for the City of Rosemead.

Angelica recently served as the Economic Development Manager for the City of San Gabriel. She has over 20 years of experience in local government, with an extensive background in community development. Previously, Angelica has held positions as Business Development Manager, Community Resources Coordinator, Enterprise Zone Manager, and Employment Outreach Specialist for the cities of Whittier, Burbank, Pasadena, and Santa Ana.

“I am honored to join the City of Rosemead team,” Angelica said. “I look forward to serving the community and to build upon the recent successes of the City.”

In her new role, Angelica will plan, direct, manage, and oversee the activities and operations of the Community Development Department including planning, building, business development, business licensing, CDBG and HOME programs, and economic development.

Angelica holds a Master of Science in Public Administration with an emphasis in Leadership and Management from California State University, Northridge and a Bachelor of Arts in Sociology from California State University, Los Angeles. Angelica is happily married and has one adult child who is a freshman in college.

Angelica will begin her new position on Wednesday, January 29, 2020.
