City of Rosemead’s Response to Coronavirus (COVID-19) Pandemic
Effective immediately, all citywide facilities and parks are closed to the public until April 19, 2020. The City of Rosemead continues to monitor the impact of COVID-19 developments closely. On March 13, 2020, the City Council proclaimed the Existence of a Local Emergency, and the City announced the cancellation of non-essential meetings (including commission meetings) and events until further notice.
On March 19, 2020, California Governor Gavin Newsom issued a statewide order for all Californians called “Stay at Home”. In addition, County of Los Angeles Department of Public Health issued a separate mandatory order to slow the spread of COVID-19 within the County. The County’s order limits the gathering of people and requires the closure of non-essential businesses and uses such as: shopping malls, shopping centers, parks, and non-essential retail businesses. The County Order is in effect for one month beginning at 11:59 p.m. on March 19, 2020 and ending on April 19, 2020. The City of Rosemead’s residents and businesses are subject to the State and County Orders.
Again, the intent of this action is to avoid the spread of COVID-19 by having people shelter in place (another way of saying stay home) at their residence, while enabling only essential services to continue. When people need to leave their place of residence to obtain or perform vital services or to conduct activities necessary for the continuity of social and commercial life, they should maintain a distance of six feet from other persons. Failure to comply with the provisions of this action constitutes a threat to public health. We understand that residents and stakeholders have questions regarding how to continue to conduct business with the City, in light of this action. City staff will continue to provide the following services:
Administration / City Clerk’s Office:
- City Hall
o City Hall will remain closed to the public, until April 19, 2020. If you have any questions regarding any services, please call (626) 569-2100.
- April 14, 2020, City Council Meeting
o The City will continue to live stream City Council meetings. On Tuesday, April 14, 2020, you may submit a remote public comment by calling (626) 569-2100 between 4:00 p.m. – 7:00 p.m. or via email at [email protected] by 7:00 p.m. You also have the option to text your comment to the provided email address. Please identify the topic you wish to comment in your email’s subject line. All comments are public record and will be recorded in the official record of the City. Friendly reminder that City Hall will be closed during this time.
- Billing / Payment Information
o Payees are encouraged to mail payments or drop off a payment at City Hall from Monday through Thursday, 8:00 a.m. – 5:00 p.m. Note: A payment box is available outside the Main Entrance for any payments dropped off. Payees are highly encouraged to pay in check form.
- Passport Services
o All passport services are postponed until further notice.
Community Development:
- Urgency Ordinance
o On March 24, 2020, the City of Rosemead City Council approved an Urgency Ordinance temporarily prohibiting the evictions of residential and commercial evictions of tenants arising from income loss or substantial medical expenses related to the COVID-19 Pandemic.
- Building and Safety Division
o The Building Division continues to accept requests for inspections on a case by case basis by phone, email, or the website, with life and safety matters taking priority. Requests for inspection are screened prior to being placed on the schedule for the next day to ensure that the jobsites are safe to visit and that the inspection requested is necessary under the circumstances. We are strongly encouraging customers to submit plans and applications electronically. Hard copies of plans may be accepted on a case by case basis and drop off must first be coordinated with Building staff by calling (626) 569-2130. Appointments for in-person meetings are being limited and may be only be approved if the situation is concerning a life and safety matter, or if approved by the Building Official. Payments by check may be submitted at the City Hall drop box but payments are also encouraged to be mailed in. - Economic Development

o Supermarkets or grocers that have limited hours of operations due to a conditional use permit (CUP) are encouraged to contact Community Development by phone (626) 569-2100 or email Lily Valenzuela at [email protected] to adjust the hours to accommodate seniors and those with special needs during these trying times.
Please also be advised that we are working together with local grocers to provide early shopping hours designated for seniors, medical professionals, and disabled/special needs persons. For your reference, below is a list of grocers and specified special hours:
Parks and Recreation Department:
- Facilities
o Rosemead Community Recreation Center, Garvey Center, Garvey Park Youth Center, Garvey Park Gymnasium, Skate Park, Rosemead Aquatics Center, and all parks’ playgrounds and restrooms are closed until April 19, 2020.
- Senior Lunch Program
o Senior Lunch Program participants will receive meals that they can take home. Meals are available at Garvey Center on Mondays and Wednesdays from 11:00 a.m. to 12:30 p.m. Participants will receive two lunches on Mondays (lunch for Monday and Tuesday) and three lunches on Wednesdays (lunch for Wednesday, Thursday and Friday. Lunches are available on a first come first service basis.
- Recreational Programs
o All classes, trips and facility use permits and reservations have been cancelled until further notice.
o All sporting leagues’ events and organized play groups have been cancelled until further notice.
o Easter Egg-Stravaganza Celebration on April 11 has been cancelled.
o All Spring classes have been cancelled.
Public Safety:
- Street Sweeping
o Enforcement has been cancelled from March 16, 2020 through April 19, 2020. However, the City encourages all residents to park their vehicles on their property so the sweeper may operate normally and keep the neighborhood streets clean. City also encourages residents to remove trash bins from the streets for the sweeper operation.
- Parking Enforcement
o All other parking enforcement is currently active and operating normally. Please contact the Public Safety Department at (626) 569-2292 for assistance.
- Traffic Violations
o All traffic violation enforcement is currently active and enforced. Temple Sheriff’s Station may be reached at (626) 285-7171 for non-emergency matters. In the event of an emergency, please dial 9-1-1.
- Animal Control Services
o Services are available by calling the Public Safety Department at (626) 569-2292. The Department is currently operating its normal hours of operation between 7:00 a.m. to 8:00 p.m. Between the hours of 6:00 p.m. and 8:00 p.m., please leave a voicemail and staff will return your call. For after-hour service, please contact the Temple Sheriff’s Station at (626) 285-7171.
Public Works:
- Transportation Services / Dial-A-Ride
o No changes have been made to the Dial-A-Ride schedule. We will continue to offer Dial-A-Ride services for Rosemead residents 55 years of age or older or have permanent disabilities for a low cost of 50 cents each way. For more information, please call (626) 572-4099.

- Street Sweeping

- Trash Services
o There are no changes to the City’s residential trash services schedules. For more information, please visit: Trash Services Information.
o We encourage you to make any Republic Services payments online or by mail. You may also visit the Republic Services Customer Service Center located at 12949 Telegraph Road, Santa Fe Springs, CA 90607. The office is open Monday through Friday from 8:00 a.m. to 5:00 p.m. For further information, please call Republic Services at (800) 299-4898.
- Maintenance Services
o While there are no programs occurring at the City’s public parks, regular maintenance and cleaning is occurring as per normal schedule. Should you have questions regarding the condition of a park, please call (626) 569-2158.
L.A. County Sheriff’s Department (LASD Temple Sheriff Station):
- In the event of an emergency, please call 9-1-1. Should you need to reach personnel at the Temple Station, please call (626) 285-7171. LASD will focus on high visibility areas, especially at grocery stores and other places where the public congregates.
L.A. County Fire Department (LACoFD):
- Administrative Offices
o All administrative offices for the Los Angeles County Fire Department (LACoFD) are closed to the public as a precautionary measure to protect the health and well-being of our communities and team members. This closure will remain in effect until further notice. While fire stations remain closed to the public, LACoFD firefighters and paramedics are available and ready to respond to 9-1-1 emergencies.
L.A. County Department of Public Social Services:
- The Department of Public Social Services is aware of the financial impact that the Coronavirus is having on the health and financial well-being of County of Los Angeles residents, leaving thousands unemployed or underemployed. The department has provided the below resources to help residents who may be experiencing financial challenges due to the pandemic. Important Additional Information:
The health of our residents and City staff is incredibly important at this time and we are taking all the steps necessary as recommended by the Centers for Disease Control (CDC) and the Los Angeles County Department of Public Health to ensure everyone’s health and safety.
To help prevent the spread of respiratory diseases like the Flu and the Coronavirus, CDC recommends everyday preventive actions including:
- Do not have non-essential gatherings with anyone outside of your immediate family (living with you). Essential gatherings include medical visits and purchasing food.
- If you are sick, isolate yourself from others in your home and call your doctor to determine what care you need.
- Stay at least 6 feet away from other people when on essential outings, such as grocery shopping or riding public transit to an essential job.
- Avoid close contact with people who are sick.
- Wash your hands frequently and avoid touching your eyes, nose, and mouth.
- Cover your cough or sneeze with a tissue, then throw the tissue in the trash.
- Clean and disinfect frequently touched objects and surfaces using cleaning spray or wipes.
