Select Non-Essential Businesses and Parks may Reopen with Preventative Measures

Effective June 12, 2020, select locations and businesses may open with capacity limitations, physical distancing requirements and infection control guidelines. All businesses that are permitted to open must prepare, implement and post their plan to adhere to infection control guidelines in locations outlined by the County. Select locations and businesses that may reopen under the five following categories include:

  • Lower-risk retailers
    • Lower-risk retail businesses must prepare, implement and post the County’s "Reopening Protocols for Retail Establishments: Opening for In Person Shopping" attached as Appendix B in this health order prior to opening.
  • Manufacturing and logistics sector businesses that supply lower-risk retail businesses
    • For manufacturing and logistics businesses that supply lower-risk retail, the owner, manager or operator must prepare, implement and post the "Los Angeles County Department of Public Health Reopening Protocol" attached as Appendix C in this health order prior to opening.
  • Non-essential office-based businesses
    • Including faith-based office facilities, the owner, manager or operator must prepare, implement and post the "Los Angeles County Department of Public Health Reopening Protocol Office-Based Worksites" attached as Appendix D to this health order prior to opening.
  • Indoor malls, shopping centers and hotels
    • The owner or operator may reopen with 50% of the overall shopping center capacity. Higher-risk businesses - outlined below - may not operate. 
    • Shopping center owners or operators must prepare, implement and post the "Los Angeles County Department of Public Health Protocols for Shopping Center Operations" attached as Appendix E tothis health order prior to opening.  
    • Hotels and motels may reopen for tourism and individual travel by following Appendix P.
  • Hair salons, barbershops, gyms and day camps
    • The owner, manager or operator must prepare, implement and post the "Reopening Protocols for Hair Salons and Barbershops" attached as Appendix H to this health order.
    • Fitness centers - including private gyms - may reopen by following Appendix L in this health order.
    • Day camps may reopen by following protocols set by Appendix K.
    • Campgrounds, RV parks and associated outdoor activities may reopen by following Appendix O.
  • Entertainment venues and production
    • Media production, including music, film and television production by following Appendix J.
    • Museums, galleries, gardens, zoos and aquariums may reopen by following Appendix M.
    • Professional sports without audiences may reopen by following Appendix N.

Restaurants 

While take-out and curbside delivery is encouraged whenever possible, restaurants and food facilities that prepare and serve food may provide in-dining services as long as they follow the "Department of Public Health Restaurant Opening for On-Site Dining Protocols" attached as Appendix I to this health order.

Outdoor facilities

In addition, outdoor parks and recreation facilities will be permitted to open as long as everyone adheres to physical distancing and infection control guidelines. Group sports and activities - like picnicking and sunbathing - are not permitted. Select parks and recreation facilities that may open include:

  • Beaches
  • Golf courses (not including pro-shops or dine-in restaurants)
  • Trails
  • Trailheads and parks

    Please note that specific higher-risk businesses and locations remain closed. Public and private gatherings of any number of people occurring outside a single household or living unit must also remain prohibited. Higher-risk businesses and locations include:     

  • Bars, nightclubs, winery and brewery tasting rooms,
  • Public entertainment venues such as theaters, concert venues and theme parks,
  • Family entertainment centers such as bowling alleys, arcades and miniature golf courses,
  • Personal care establishments such as nail salons, body waxing, massage and body art locations,
  • Hot tubs, steam rooms and saunas not located on residential property, and
  • All events and gatherings unless allowed by the health order.
While we are making good progress, it’s important to remember that the COVID-19 pandemic is still active. Residents, business owners and employees must observe physical distancing requirements and prevention techniques outlined above under the Safer at Home order.
