Select Non-Essential Businesses may Reopen with Preventive Measures

Effective June 19, 2020, select locations and businesses may open with capacity limitations, physical distancing requirements and infection control guidelines. All businesses that are permitted to open must prepare, implement and post their plan to adhere to infection control guidelines in locations outlined by the County. Select locations and businesses that may reopen under the three following categories include:

  • Cardrooms, satellite wagering facilities, and racetrack onsite wagering facilities. Prior to reopening, management must implement and post the required Los Angeles County Department of Public Health Reopening Protocol for these businesses, attached to the Order as Appendix Q.
  • Personal care establishments include nail salons, tanning salons, esthetician, skin care, and cosmetology services; electrology, body art professionals, tattoo parlors, and piercing shops; and massage therapy (in non-healthcare settings). The number of persons admitted into these establishments is limited to 50% of the total maximum occupancy assigned for the building or room. Prior to reopening, management must implement and post the required Los Angeles County Department of Public Health Reopening Protocol for these businesses, attached to the Order as Appendix R.
  • Bars, winery and brewery tasting rooms. Prior to reopening, management must implement and post the required Los Angeles County Department of Public Health Reopening Protocol for these businesses, attached to the Order as Appendix S.

Please note that specific higher-risk businesses and locations remain closed. Public and private gatherings of any number of people occurring outside a single household or living unit must also remain prohibited. Higher-risk businesses and locations include:  

  • Lounges and nightclubs,
  • Public entertainment venues such as theaters, concert venues theme parks, and festivals,
  • Family entertainment centers such as bowling alleys, arcades and miniature golf courses, and batting cages,
  • Hot tubs, steam rooms and saunas not located on residential property, and
  • All events and gatherings unless allowed by the health Order.

While we are making good progress, it’s important to remember that the COVID-19 pandemic is still active. Residents, business owners and employees must observe physical distancing requirements and prevention techniques outlined above under the Safer at Home order.
