Update to the “Reopening Safer at Work and in the Community for Control of COVID-19”

Order and What it Means to Rosemead Residents and Businesses

On Monday, July 13, 2020, Governor Newsom ordered the State to revert to the closures of non-essential facilities and businesses and once again urged the communities to maintain a “Safer At Home” approach, which suggests we stay at home to slow the spread of the coronavirus (COVID-19).  While this might be disappointing for us, given the public nature of the essential services we provide, we must consider the welfare of our employees, residents, and businesses, especially as an additional precaution in public health.   

Effective Monday, July 20, 2020, until further notice, the City of Rosemead City Hall will be closed to the public, all other citywide facilities will remain closed.  The City recognizes that many of you may be experiencing concerns regarding COVID-19. Again, this action intends to avoid the spread of COVID-19 by having people shelter in place (another way of saying stay home) at their residence while enabling only essential services to continue. When people need to leave their place of residence to obtain or perform vital services or to conduct activities necessary for continuity of social and commercial life, they must maintain a distance of at least six feet from other persons and always wear a face covering. Failure to comply with the provisions of this action constitutes a threat to public health. We understand that residents and stakeholders have questions regarding how to continue to conduct business with the City, in light of this action. City staff will continue to provide the following services:

Administration

• City Council Meetings: The City will continue to live stream City Council meetings. Citizens may submit a remote public comment by calling (626) 569-2177 or via email at [email protected]. Please identify the topic you wish to comment on in your email’s subject line. All comments are public record and will be recorded in the official record of the City. Please note the next City Council meeting will take place on Tuesday, August 25, 2020. We encourage everyone who wants to submit a public comment to do so via email.

City Clerk’s Office

• Requesting Public Records for permits, code cases, contracts, projects, and readily available documents may be requested via email to [email protected] or view public records at www.cityofrosemead.org under Document Central.
• Filing claims for damages form is available online on City’s website and should be emailed to the City Clerk’s Office at [email protected] or [email protected].
• Public may view public meetings of the City Council online on City’s website www.cityofrosemead.org and may submit public comments via email at [email protected].

Community Development

• Planning: Plans are encouraged to be submitted electronically, but if hard copies need to be submitted, an appointment can be scheduled to drop them off.
• Building: Plans are encouraged to be submitted electronically, but same as Planning, if hard copies need to be submitted, an appointment can be scheduled to drop them off.
• Business License: Continue electronically by email or online and hard copies may be mailed in by USPS.
• Housing: Applications for CDBG programs can be mailed in or, if residents have access to a scanner, they could be emailed to [email protected].

Parks and Recreation

• The senior lunch program continues to operate Monday and Wednesday at 10:30 a.m.
• Bus passes are sold at the Garvey Center, Monday through Thursday from 8 a.m. to 12 p.m. 
• The summer programs that we developed could still run as designed.  Camp in a Box, Sports in a Bag, Drive-In Movie, and Crafts in a Box for seniors.

Rosemead Library

• Curbside pick-up is available to all patrons who wish to reserve books and other library material.

While we try to make progress, it’s important to remember that the COVID-19 pandemic is still active. Residents, business owners, and employees must observe physical distancing requirements and prevention techniques outlined under the “Reopening Safer at Work and in the Community for Control of COVID-19” Order.
