Understanding Fire Hazard Severity Zones

Wildfire risk is a major concern in California, and the Office of the State Fire Marshal has updated the 2025 Fire Hazard Severity Zone (FHSZ) maps for Local Responsibility Areas (LRA), including the City of Rosemead.  These updates use the latest fire science to classify areas as Moderate, High, or Very High risk, based on vegetation, terrain, and wind patterns. (As mandated by Government Code 51178).

Understanding these designations helps residents and property owners take proactive steps for fire prevention, home protection, and emergency preparedness.

How Fire Hazard Severity Zones Are Determined

The State Fire Marshal uses a scientific and data-driven approach to classify fire hazard zones.  Key factors include:

  • Vegetation and Fuel Loading – Areas with dense brush, dry grass, or heavy forests have a higher risk.
  • Terrain and Slope – Fires spread faster uphill, making steeper areas more hazardous.
  • Weather and Wind Patterns – Frequent high winds, low humidity, and extreme heat contributes to wildfire.
  • Historical Wildfire Data – Past wildfire activity is analyzed to predict future risks.
